Analysis: Ukraine teaches U.S. lesson in Iraq By Martin Sieff UPI Senior News Analyst Washington, DC, Jan. 11 (UPI) -- The democratic "Orange Revolution" in Ukraine has just had its first unanticipated blowback for the United States: When outgoing President Leonid Kuchma decided to pull Ukraine's military contingent out of Iraq, his successor and political enemy, President-elect Viktor Yushchenko supported the move. And on Tuesday, Ukraine's Supreme Rada, or Parliament made the decision official. A motion to withdraw the Ukrainian peacekeeping contingent from Iraq was approved overwhelmingly by 308 out of 450 deputies. Yushchenko's support for the pull out of Ukrainian troops from Iraq should come as no surprise. He had made that position clear during his hard-fought presidential election campaign. Still, it makes a mockery of the neo-conservative and Bush administration fantasy that they could rely on a "new Europe" in the former communist East to replace the caution and skepticism of the "old" Europe in the West of the continent. Instead, the warnings of Radek Sikorski, head of the Washington-based New Atlantic Initiative and Poland's former deputy defense minister, have come true even more quickly than he feared. A couple of years ago, Sikorski warned all who would listen in Washington that the United States had a "window of opportunity" of at most 10 and as little as five years to consolidate and build on warm feelings toward it that the first generation of political leaders in post-communist Central and Eastern Europe held. After that time, he warned, the natural gravitational pull of power and pork-barrel patronage from the enormous bureaucratic machine of the European Commission in Brussels would create a new network of institutions looking first to the European Union, with the United States at best far behind,. In fact, the fallout from America's continuing, unanticipated and immensely unpopular war in Iraq is making Sikorski's prediction come true way ahead of schedule. No political movement in Central or Eastern Europe has been more pro-American or heavily influenced by American free-market and democratic philosophies than Yushchenko's opposition bloc in Ukraine. But Yushchenko, like any good political leader, had to recognize strategic and geopolitical realties as well as the deeply held convictions of his own people. Yushchenko first of all had to acknowledge that the economic and political colossus quietly but rapidly rising in Brussels was of far more immediate importance for his country's stability, prosperity and enduring independence than even the friendship of the United States. And as soon as he had won the rerun of the second round run-off of Ukraine's presidential election, his closest aides were proclaiming that getting Ukraine into the 25-nation European Union as a fully-fledged member was of greater importance to their country than even good relations with Moscow or Washington. Within three days of Yushchenko's Dec. 26 election victory, one of Yushchenko's top aides made that clear. The new president would abandon Kuchma's "multi-sided" foreign policy to concentrate on integrating Ukraine with the 25-nation European Union, the head of his election headquarters, Alexander Zinchenko told a Kiev news conference on Dec. 29. "I am convinced that the notion of being multi-sided will cease to exist and it will be directed at European integration," he said. Zinchenko said priority would be given to achieving European living standards in Ukraine to ensure rapid and smooth entry of his country into the EU. "We should create such high living standards in Ukraine that Europe will think: Why not admit Ukraine?" he said. Second, the war in Iraq was never popular with the Ukrainian people. For more than 40 years -- both during their time as a Soviet republic and an independent nation -- Ukrainians had looked on Baathist Iraq as an ally or friend. And once Ukrainian soldiers in the peacekeeping contingent Kuchma had sent began to get killed, the issue became a political hot potato. It was, indeed, the pro-Western Yushchenko who first made the running with it, scoring points off the pro-Moscow Kuchma for trying to curry Washington's favor by sending the troops out in the first place. The deaths of seven Ukrainian peacekeepers in a single explosion this week proved the last straw. Kuchma did not hesitate to order the entire 1,575-strong Ukrainian contingent deployed in Iraq's Wasit province since August 2003 to be withdrawn. During its tour of duty, 17 Ukrainian peacekeepers have died in the line of duty and more than 20 have been wounded. Kuchma had nothing to gain directly by ordering the pull out He may have wanted to muddy the waters between Yushchenko and Washington, knowing Yushchenko would have no choice but to go along with him. There is no doubt that Yushchenko wants to greatly improve U.S.-Ukrainian ties. He has already made clear he wants to get his former Soviet republic into the U.S.-led North Atlantic Treaty Organization as fast as possible. But the Bush administration is about learn with Ukraine -- as it already has with India -- that a genuine desire for closer ties and U.S. support and protection does not mean an uncritical acceptance of Washington's dictates on key national security or hot-button emotional issues. The same reasons of realpolitik caution and the need to take account of strong popular sentiments apply to Ukrainian policymakers as to Polish, Italian, Spanish, French and German ones. There is no magic dividing line between a "good" Eastern Europe and a "bad" Western half of the continent where attitudes toward the Bush administration, the United States and Iraq are concerned. Issues that provoke strong reactions, pro- or anti-American in Paris and Berlin are just as likely to provoke the same ones in Warsaw and Kiev. | ||

Я не спорю - может, через два месяца будут пенсии 430 гривен, мин. з/п 430 гривен, инфляции не будет а пособие на рождение ребёнка будет 8000 гривен. Всё может быть. Если так будет, разумеется, станет ясно, что Ющенко и его команда - профессионалы. | ||

Представляю себе такую фантастическую картину. 2008 год. Жизнь в Украине улучшилась не кардинально, но приостановившийся было пару лет назад рост снова начал набирать обороты. Начались переговоры о приеме Украины предположительно в 2014-2015 гг. в ЕС. Евро уже вытеснил доллар и стал основной валютой после гривни. Украинский контингент в Ираке Ющенко официально признал ошибкой высшего руководства государства. "Ничего, это он просто все так делает, чтобы никто не заподозрил его в связях в США, - пишет Миша в 10000-м сообщении темы "Я или Ю". - Вот скоро посмотрим, когда когда он всем запудрит мозги окончательно, тогда он и продаст нас Америке". | ||

| Нет. Это совершенно разные стороны проблемы. Хотя страны, подконтрольные США, обычно живут очень бедно, но даже с Ющенко Украина вторым Пуэрто-Рико, скорее всего, не станет. | ||
